COE Quota Announced for February to April 2025 – Increased Supply for Categories A, B, and C

The Land Transport Authority (LTA) has announced the Certificate of Entitlement (COE) quota for the period of February to April 2025, with a total of 17,133 COEs available. Bidding under this new quota will commence on 3 February 2025, with detailed quotas for each COE category provided in Annex A.

Progressive Injection of Additional COEs

As part of LTA’s initiative to address vehicle usage trends and leverage the enhanced capabilities of ERP 2.0, up to 20,000 additional COEs will be gradually introduced across all vehicle categories starting February 2025, over the next few years. The February to April 2025 quota comprises:

  1. 25% of replacement COEs from vehicles deregistered between January 2024 and December 2024.

  2. A provision for 0.25% annual growth in Category C vehicles, based on the population as of 31 December 2024.

  3. Adjustments for changes such as:

    • Taxi population fluctuations

    • Expired COEs

    • Early Turnover Scheme for commercial vehicles

    • Redistribution of guaranteed deregistrations in Categories A, B, and D

    • Injection of additional COEs


Significant Quota Increase for Most Categories

The COE quota for this quarter is:

  • 8% higher than the previous quarter (November 2024 to January 2025).

  • 16% higher than the same period last year (February 2024 to April 2024).

Categories A, B, C, and E have seen approximately a 10% increase in quota compared to the previous quarter, while Category D remains unchanged. This increase aims to better accommodate demand across these vehicle types.


Looking Ahead

The next COE quota announcement, covering the bidding period from May 2025 to July 2025, will be made in April 2025.

With the increased supply of COEs and the continued rollout of ERP 2.0, these measures are expected to help manage vehicle population growth while balancing supply and demand in Singapore’s evolving transport landscape.
